24-05_michelin_b2b_tld_reg_toll_en 1726732088 The ‘‘Euro Vignette’’ directive, which governs road tolls for heavy goods vehicles in the EU, was revised in March 2022. EU Member States will be required to set different rates of road tax depending on a truck’s CO2 emission class. The emission class will be determined by the truck’s VECTO calculation tool for measuring CO2 emissions based on data entered by the manufacturer. The most recent revision of the Euro Vignette Directive introduces the following new features: • Extension of the scope to light-duty vehicles up to 3.5 tonnes, buses and coaches. • A phasing out of time-based vignettes in favour of distance-based tolling. • A mandatory new framework for the rate variations (infrastructure and external cost charges) based on the energy efficiency and CO2 emissions of motor vehicles which can co-exist with the existing rate variation based on the Euro norm of the vehicle. • The obligatory application of an air quality external cost charge from 25 March 2026 for heavy goods vehicles with the possibility to derogate. The German road toll, “MAUT”, is the first to roll out the new regulation and started on December 1st of 2023, which affects transport to and from Germany as well as transit to other countries. It led to a sharp increase in road tolls for vehicles over 3.5 tons comprising the costs incurred in relation to CO2 emissions, air pollution, those linked to noise pollution and infrastructure costs.
